So I can give the whistle to spam submissions too? Wat about just bad, awful submissions that just dont/wont cut it on newgrounds?

you have to distinguish between submissions from the flash portal and flash reviews.
there are of course some very bad submissions, but these are not abusive just because they aren't good. unless they are uploaded again and again for judgement without any changes, then this counts as abusive. but in general, you should just blam those, nothing more.
but i was merely talking about flash reviews than flash submissions most of the time.
(there are also often just bad, awful flash reviews that say nothing but "lol" in the header and "funny" in the textbox, but i wouldn't dare flagging those as abususive since they are far too common.)
Although theguidelines say
"Do not post TONS and TONS of crappy reviews just to get high in the rankings. If we catch someone doing this we will delete all their reviews - wouldn't that be a pain in the ass?"
